Circular 22/2016/TT-BGDĐT amending and supplementing a number of articles of the Regulation on assessment of primary school students promulgated together with Circular No. 30/2014/TT-BGDĐT.

This is a remarkable new content specified in Circular 22/2016/TT-BGDĐT amending and supplementing a number of articles of the Regulation on assessment of primary school students issued together with Circular 30/2014/TT- Department of Education and Training of the Ministry of Education and Training.

Accordingly, allowing teachers to be periodically evaluated by scores combined with comments for primary students; for regular assessment, the teacher evaluates by comment; at the same time combine the evaluation of teachers, students, and parents, in which the teacher’s assessment is the most important. Circular 22/2016/TT-BGDDT came into effect from November 6, 2016.

Besides, Circular 22/2016/TT-BGDDT also amend and add many other important contents such as:

Amendments and supplements to a number of Articles of the Regulations on Evaluation of Primary School Students issued together with Circular No. 30/2014/TT-BGDĐT dated August 28, 2014 of the Minister of Education and Training

Pursuant to Decree No. 36/2012/ND-CP dated April 18, 2012 of the Government defining the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies;

Pursuant to the Government’s Decree No. 32/2008/ND-CP dated March 19, 2008 stipulating the functions, tasks, powers and organizational structure of the Ministry of Education and Training;

Pursuant to the Government’s Decree No. 75/2006/ND-CP dated August 2, 2006 detailing and guiding the implementation of a number of articles of the Education Law; Decree No. 31/2011/ND-CP dated May 11, 2011 of the Government amending and supplementing a number of articles of the Government’s Decree No. 75/2006/ND-CP dated August 2, 2006 regulating expenditure detailing and guiding the implementation of a number of articles of the Education Law; Decree No. 07/2013/ND-CP dated January 9, 2013 of the Government amending Point b, Clause 13, Article 1 of the Government’s Decree No. 31/2011/ND-CP dated May 11, 2011 amending the Government’s Decree No. amending and supplementing a number of articles of the Government’s Decree No. 75/2006/ND-CP dated August 2, 2006 detailing and guiding the implementation of a number of articles of the Education Law;

At the proposal of the Director of the Department of Primary Education,

The Minister of Education and Training promulgates a Circular amending and supplementing a number of articles of the Regulation on assessment of primary school students issued together with the Circular No. 30/2014/TT-BGDDT dated August 28, 2014 of the Ministry of Education and Training. Minister of Education and Training.

Article 1. Amending and supplementing a number of articles of the Regulation on assessment of primary school students promulgated together with the Circular No. 30/2014/TT-BGDĐT dated August 28, 2014 of the Minister of Education and Training

1. To amend and supplement the names of Article 4 and Clauses 1 and 3 of Article 4 as follows:

a) To amend and supplement Article 4’s name as follows:

“Article 4. Request for assessment”

b) To amend and supplement Clauses 1 and 3 of Article 4 as follows:

“first. Assessment for student progress; attach great importance to motivating and encouraging students’ efforts in learning and training; help students develop to their fullest potential; ensure timeliness, fairness and objectivity.”

“3. Regular evaluation by comments, periodical evaluation by scores combined with comments; combine the evaluations of teachers, students, and parents, in which the teacher’s assessment is the most important.”

2. To amend and supplement Clause 2, Article 5 as follows:

“2. Assessing the formation and development of students’ abilities and qualities:

a) Capacity: self-service, self-management; cooperate; self-study and problem-solving;

b) Qualities: study hard, work hard; confidence, responsibility; honesty, discipline; solidarity, love.”

3. To amend and supplement Article 6 as follows:

“Article 6. Regular assessment

1. Regular assessment is an assessment in the process of learning and training on knowledge, skills, attitudes and some expressions of students’ abilities and qualities, which is carried out according to the content progress of the courses. subjects and educational activities. Regular assessments provide feedback to teachers and students to support, make timely adjustments, and promote student progress toward primary education goals.

2. Regular assessment of learning:

a) Teachers use words to point out to students what is right and wrong and how to correct it; write comments on students’ notebooks or learning products when necessary, take specific measures to help in a timely manner;

b) Students self-review and participate in commenting on learning products of you and your group in the process of performing learning tasks to learn and do better;

c) Encourage students’ parents to discuss with teachers about students’ comments and assessment in appropriate forms and cooperate with teachers to encourage and help students study and practice.

3. Regular assessment of capacity and quality:

a) Teachers based on the manifestations of awareness, skills and attitudes of students in each capacity and quality to comment and take timely measures to help;

b) Students are allowed to self-review and participate in commenting on friends and groups of friends on the manifestations of each capacity and quality to improve themselves;

c) Encourage students’ parents to exchange and coordinate with teachers to encourage and help students practice and develop their abilities and qualities.”

4. To amend and supplement Article 10 as follows:

“Article 10. Periodic assessment

1. Periodical assessment is the evaluation of a student’s educational results after a period of study and training, in order to determine the degree of completion of a student’s learning task in comparison with the prescribed standards of knowledge and skills. in the primary school general education program and the formation and development of students’ abilities and qualities.

2. Periodic assessment of learning

a) In the middle of the first semester, the end of the first semester, the middle of the second semester and the end of the school year, teachers base on the regular assessment process and the standards of knowledge and skills to evaluate students for each subject. educational activities at the following levels:

– Successfully complete: perform well the learning requirements of the subject or educational activity;

– Complete: fulfill the learning requirements of the subject or educational activity;

– Unfinished: some learning requirements of the subject or educational activity have not been fulfilled;

b) At the end of the first semester and the end of the school year, for the following subjects: Vietnamese, Mathematics, Science, History and Geography, Foreign Languages, Informatics, Ethnic Languages, there are periodical tests;

For grades 4 and 5, there is a periodical test for Vietnamese and Mathematics in the middle of the first and second semesters;

c) Periodic test in accordance with the standards of knowledge, skills and orientation for capacity development, including questions and exercises designed according to the following levels:

– Level 1: recognize and recall learned knowledge and skills;

– Level 2: understand knowledge and skills learned, present and explain knowledge in personal understanding;

– Level 3: know how to apply learned knowledge and skills to solve familiar and similar problems in study and life;

– Level 4: apply learned knowledge and skills to solve new problems or give reasonable feedback in learning and life flexibly;

d) The test is corrected, commented by the teacher, scored on a 10-point scale, no 0 points are given, no decimal points are given, and it is returned to the students. Periodic test scores are not used to compare one student to another. If the test results at the end of the first semester and at the end of the school year are abnormal compared to the regular assessment, the teacher suggests to the school that students can take another test to properly assess the student’s learning results. born.

3. Periodic assessment of capacity and quality

Assess students with disabilities and students in flexible classrooms that guarantee their right to care and education.

1. Students with disabilities who receive an inclusive education will be evaluated in the same way as nondisabled students with the required adjustment or as required by the individual education plan.

2. Students with disabilities who receive special education are evaluated according to the regulations for special education or as required by the individual education plan.

3. For students studying in flexible classes: teachers base on regular comments and assessments through lessons in flexible classrooms and the results of periodic assessment of Math and Vietnamese subjects. comply with the provisions of Article 10 of this Regulation.”

6. To amend and supplement the names of Articles 13 and 13 as follows:

a) Amend and supplement the name of Article 13 as follows:

“Article 13. Evaluation dossier and summary of evaluation results”

– Periodic assessment of each capacity and quality at the end of the school year: Good or Pass;

– Periodic exams at the end of the school year for subjects with scores of 5 or higher;

b) For students who have not been confirmed to have completed the class program, teachers plan, guide and help; additional assessment for completion of the classroom program;

c) For students who have been guided and helped but are still not eligible to complete the class program, depending on the degree of incompleteness in subjects, educational activities, the level of formation and development; Some competencies and qualities, the teacher makes a list and reports to the principal for consideration and decision on promotion or retention.”
